A Thorough Study

Our study, commissioned earlier this year by the IAFF & Normal Firefighters Local 2442, provides a detailed assessment of staffing levels, response times, and community growth. Its findings show a clear and pressing need for additional fire stations, staffing, and updated planning to ensure the safety of residents.

Among the report’s key findings:

● Call volume has skyrocketed. Since the last staffing increase in 2006, the Normal Fire Department has experienced an 83.6% increase in call volume—from 4,401 calls in 2006 to 8,061 calls in 2024.

● Station 2 relocation will reduce coverage. The relocation of Station 2 will result in a 9.8% decrease in incident coverage, with the greatest impact felt in the neighborhoods surrounding the current Station 2.

● Vulnerable communities are at risk. The relocation of Station 2 will decrease coverage to dense neighborhoods with high percentages of vulnerable age groups and areas with a high concentration of emergency incidents.

● 13-year old planning is driving decisions. The Town is currently implementing a 13-year-old station relocation plan (2012). Local 2442 has conducted an extensive search and found no evidence of any other community needs or risk analysis completed since 2012. Our GIS Study therefore stands as the only needs analysis since 2012, and the most comprehensive assessment of EMS and fire protection needs in the Town’s history.

● Previous warnings disregarded. A 2008 study by the Normal Fire Department Administrative staff advised against relocating all stations without a long-term plan. Despite this, that same 13-year old plan is still being implemented in the absence of a long-term plan.
